CVE-2019-5418
There is a File Content Disclosure vulnerability in Action View <5.2.2.1, <5.1.6.2, <5.0.7.2, <4.2.11.1 and v3 where specially crafted accept headers can cause contents of arbitrary files on the target system's filesystem to be exposed.
do firstApply mitigations per vendor instructions, follow applicable BOD 22-01 guidance for cloud services, or discontinue use of the product if mitigations are unavailable.
Can a WAF block it? Yes. The attack uses specially crafted HTTP Accept headers to cause file content disclosure, which can be detected by matching unusual or malformed Accept header values that normal users do not send. A WAF rule can match specially crafted Accept headers. No tracked WAF vendor has published a rule for this CVE yet, so you would write it yourself.
What a custom rule would match: specially crafted Accept headers

Is CVE-2019-5418 being exploited?
Yes. CVE-2019-5418 appears in CISA's Known Exploited Vulnerabilities catalog, which means exploitation in the wild has been confirmed and reported. Treat it as active rather than theoretical, and patch it ahead of higher-scoring vulnerabilities that carry no exploitation evidence.
How severe is CVE-2019-5418?
CVE-2019-5418 is rated High with a CVSS score of 7.5. Severity describes how bad exploitation would be, not how likely it is: pair it with exploitation evidence before deciding what to patch first.
Is there a patch for CVE-2019-5418?
Yes. A fix has been recorded for CVE-2019-5418. The vendor advisory is the authority on the exact fixed version — apply it from there rather than from a summary.
What does CVE-2019-5418 affect?
CVE-2019-5418 affects rubyonrails:rails, debian:debian_linux, redhat:cloudforms, opensuse:leap, and 2 further products or versions. Confirm the exact affected versions against the vendor advisory before deciding you are exposed.

As published in the CVE Program record. A version outside these ranges is not a statement that it is unaffected — vendors sometimes understate a range, and distribution-backported builds carry upstream numbers that do not reflect what was patched into them.
